Voter ID: A divided Fifth Circuit Court of Appeals panel has stayed a lower court ruling that prevented the state from implementing its revised Voter ID law. The panel ruled that the state may implement Senate Bill 5, which was passed during the regular session, for elections through this November’s general election.

SD8: Steven Hotze, head of the Conservative Republicans of Texas, endorsed Phillip Huffines for the seat being vacated by Sen. Van Taylor (R-Plano).

CD17: Round Rock IT manager Rick Kennedy formed a campaign committee to challenge U.S. Rep. Bill Flores (R-Bryan) as a Democrat. He is at least the third Democrat to take a formal step toward the race, joining Pflugerville behaviorial scientist Dale Mantey and New Braunfels paramedic Scott Sturm.

Bell Co.: David Blackburn, executive director of the Temple Economic Development Corp. and former city manager for Killeen and Temple, announced he would run for Bell County Judge. Incumbent Jon Burrows is not seeking re-election.
