The Secretary of State released guidance for in-person voting (PDF) for the July 14 runoff election. The “minimum recommended health protocols for all voters” directs voters, “to the extent feasible” to maintain social distancing, bring their own hand sanitizer, consider wearing cloth face coverings and “consider bringing their own marking instruments such as a pen, pencil with eraser or stylus.” Voters are encouraged to contact their county election office to determine what type of marking device is needed.

Voters aged 65 and older are encouraged to “stay home as much as possible” and consider voting by mail. Voters who contract COVID-19 after the deadline to request a ballot by mail should contact the county election office for details about applying for an emergency early voting ballot.

Election officials are encouraged to provide “varied opportunities for voters” including extended voting hours and “well-advertised curbside voting.” They are also advised to consider requiring face coverings for all polling place workers, provide floor markings and arrange voting booths to help with physical distancing and make hand sanitizer readily available.

SD14 special: Annie’s List endorsed former Travis County Judge Sarah Eckhardt (D) for the seat vacated by former Sen. Kirk Watson (D-Austin).

RRC: Annie’s List endorsed Chrysta Castañeda in the Democratic runoff over former Rep. Roberto Alonzo (D-Dallas).

CD4 open: Former U.S. Rep. John Ratcliffe (R-Heath) was sworn in as the Director of National Intelligence. The seat is expected to remain vacant until at least January. Republican county and precinct chairs are expected to meet August 8 to select a replacement nominee for the general election, but there is some doubt as to whether that is permissible under the Election Code.

CD13 open: Club for Growth PAC endorsed Ronny Jackson in the Republican runoff over Josh Winegarner for the seat being vacated by U.S. Rep. Mac Thornberry (R-Clarendon).

CD17 open: Texas Right to Life PAC endorsed Renée Swann over former U.S. Rep. Pete Sessions (R-Dallas) in the Republican runoff. The group previously endorsed George Hindman in the primary.
