A state law ending the practice of single-punch, straight-party voting will be allowed to go into effect, ordered a three-judge panel of the Fifth U.S. Circuit Court of Appeals. The ruling lays aside a lower court ruling restoring it for the 2020 general election, pending appeals.
The unsigned opinion (PDF) cited the U.S. Supreme Court’s directive that courts should not alter election rules so close to an election.
“The state election machinery is already well in motion,” reads the order. “A stay here, while the court can consider argument on the merits, will minimize confusion among both voters and trained election officials.”

SEN (Lean Republican): The campaign of Democratic challenger M.J. Hegar announced she raised $13.5M during the third quarter and has more than $8M on hand. She raised $1.7M during the second quarter.
CD7 (Lean Democratic): Republican challenger Wesley Hunt’s campaign released a new ad, “Not Moderate,” featuring a voter who supported U.S. Rep. Lizzie Fletcher (D-Houston) in 2018 but now supports Hunt.
The Houston Chronicle endorsed Fletcher.
CD29 (Safe Democratic): The Houston Chronicle endorsed U.S. Rep. Sylvia Garcia (D-Houston).
