Number of pre-filed House and Senate bills and joint resolutions as of December 31, 2016, the most ever pre-filed by this same point in time for any Texas legislative session.
The number of pre-filed bills and joint resolutions this year is 31% above the previous high of 873 set prior to the 81st Legislature in 2008 and 41% above the total pre-filed as of December 31, 2014, prior to the 84th Legislature.
Members and members-elect have set records for the highest-numbered House Bill (772), Senate Bill (406) and Senate Joint Resolution (28) ever pre-filed by December 31 of the year preceding a regular session. The highest-numbered House Joint Resolution (49) is the fourth highest ever pre-filed by December 31 prior to a regular session.
The charts below show the highest-numbered House and Senate bills and joint resolutions pre-filed as of December 31 for each session since the 72nd Legislature. Keep in mind that low numbers are often reserved for matters filed after the Legislature convenes, so the number of pre-filed bills and resolutions will be lower than indicated below.
