Year-end campaign finance reports were due today for federal officeholders and candidates. We have updated our Crib Sheet with all reports we’ve seen as of midnight tonight. We will continue to update our numbers as filings become available. Expect it to take at least a week before the U.S. Senate candidates’ reports become available (Senate candidates are not required to file their report electronically. Scanned copies are forwarded to the Federal Election Commission by the Secretary of the Senate.).
Year-end reports cover contributions received and expenditures made during the last three months of 2017. Highlights of those reports follow.
CD2 open: Kathaleen Wall contributed $2.73M to her campaign, accounting for more than 99.5% of all contributions received, and has $2.3M on hand. Rep. Kevin Roberts (R-Houston) raised $256K and has $445K on hand. He has a $273K loan principal balance. Kingwood property management executive Rick Walker raised $67K and has $254K on hand thanks to a $300K loan. On the Democratic side, Todd Litton raised $106K and has $285K on hand. Both of those figures exceed the combined totals of his four primary opponents.
CD3 open: Sen. Van Taylor (R-Plano) raised $200K and has $901K on hand.

CD5 open: Bunni Pounds raised $215K and has $197K on hand, each figure more than $100K above any of her rivals. Rep. Lance Gooden (R-Terrell) raised $112K and has $86K on hand. Former Rep. Kenneth Sheets (R-Mesquite) raised $107K and has $82K on hand. Mineola political field director Jason Wright, who has been endorsed by U.S. Sen. Ted Cruz (R), raised $96K and has $94K on hand.
CD6 open: Not a lot separates the five of 11 Republicans whose reports are available. Jake Ellzey leads the pack with $69K raised and $66K on hand. Tarrant Co. Tax Assessor-collector Ron Wright raised just $24K and has $22K on hand.
CD7: U.S. Rep. John Culberson (R-Houston) out-raised each of his potential Democratic opponents individually, but they collectively out-raised Culberson, $819K to $300K. Alex Triantaphyllis raised $255K and has $634K on hand (a little ahead of Culberson’s $596K) to lead the Democratic field. Laura Moser and Lizzie Pannill Fletcher each raised more than $200K. Fletcher has $438K on hand. Moser has $329K on hand. Jason Westin has $250K on hand after raising $125K. For the year, the Democratic candidates collectively out-raised Culberson, $2.7M to $944K.
CD16 open: Veronica Escobar out-raised Dori Fenenbock, $276K to $65K, for the period, but Fenenbock has a $451K to $402K lead in cash on hand. Fenenbock reported a $300K loan balance. Former Rep. Norma Chavez’s (D-El Paso) report was not available.
CD21 open: In the crowded races to succeed the retiring U.S. Rep. Lamar Smith (R-San Antonio), a Democrat has the most cash on hand, contributions during the fourth quarter and total contributions for the election cycle. Joseph Kopser raised $257K and has $337K on hand, more than any other candidate in the race. For the election cycle to date, Kopser has raised $630K, more than triple any other candidate.

At least 15 of the 18 Republican candidates filed year-end reports as of press time. San Antonio nonprofit executive Bill Negley ($145K raised, $218K on hand) and Austin political consultant Chip Roy ($200K raised, $195K on hand) lead the herd. Rep. Jason Isaac (R-Dripping Springs) ranked third in contributions ($141K) and fifth in cash on hand ($104K), trailing former U.S. Rep. Quico Canseco (R-San Antonio) who reported $132K on hand and Boerne medical supplier Matt McCall ($105K). Canseco, McCall and Negley each reported a loan principal balance in excess of $100K.
CD23: U.S. Rep. Will Hurd (R-San Antonio) raised $300K and has $1.1M on hand. On the Democratic side, Gina Ortiz Jones and Jay Hulings each raised over $200K, but Hulings has the advantage in cash on hand, $281K to $169K.
CD27 open: Bech Bruun out-raised former Victoria Co. Republican Party chair Michael Cloud, $124K to $44K, and Bruun has a $119K to $33K advantage in cash on hand.
CD29 open: Houston health care executive Tahir Javed raised $248K and loaned his campaign $400K to give him $553K on hand. Sen. Sylvia Garcia (D-Houston) raised $201K and has $210K on hand.
CD30: Consistent with their past races, the contribution and cash-on-hand margins between U.S. Rep. Eddie Bernice Johnson (D-Dallas) and former Rep. Barbara Mallory Caraway (D-Dallas) are small. Johnson outraised Mallory Caraway, $22K to $18K, and the incumbent has a $67K to $12K advantage in cash on hand.
CD32: U.S. Rep. Pete Sessions (R-Dallas) raised $304K and has nearly $1.3M on hand. Ed Meier leads the Democratic field with $214K in contributions for the period and $500K on hand. Colin Allred raised $162K and has $128K on hand. Lillian Salerno raised $161K and has $157K on hand. Overall, the Democratic candidates have raised collectively ($1.7M) more than Sessions ($1.5M) for the election cycle.
